Women's Health Advocacy Alliance (WHAA) is a nonprofit, non-denominational medical charity dedicated to providing medical assistance to impoverished women and teens regarding their reproductive health.
Through its affiliation with Novoa Medical Services and the Novoa Women and Teen Center, the alliance is able to assistance with pre-conception counseling, contraceptive counseling, free pregnancy tests, reduced-cost sexually transmitted infection (STI) screening, reduced-cost HPV and Pap smear screening, free condoms, no charge medical screening and prescriptions for birth control, and no charge intrauterine device (IUD) removal.
The alliance believes that the greatest expression of love for the Lord and life is to make a LIFE CHOICE. As such the alliance's primary mission is to promote motherhood as a choice of life when faced with the challenges of an unexpected pregnancy and LIFE as the choice instead of abortion.
An estimated one thousand elective abortions are performed every year in El Paso, or approximately three per day. Although we would hope that all mothers would make a LIFE CHOICE, our goal is to reduce the number of abortions to less than half per year.
From your donations, mothers accepted into the program will be given assistance with the cost of prenatal care in hopes that they will choose to continue with their pregnancy rather than have an abortion. Postnatal care include abstinence and contraceptive counseling, parenting counseling, and adoption assistance.
Free pregnancy tests, abstinence and contraception counseling, pre-conception counseling, STD screenings, and adoption assistance are also available.
Dr. Julio Cesar Novoa MD, an international recognized patient advocate, directs the program with the purpose of providing the highest quality of medical care in a compassionate evidence-based medicine format.
WHAA differs from traditional medical and religious programs by providing unbiased, truthful and complete medical information regarding all aspects of female health, conception, contraception, pregnancy, delivery and postpartum care. The documented accountability of medical management with careful supervision by a licensed obstetrician sets us apart from other programs. With over 20 years of experience as an OBGYN and having delivered over 5,000 babies, Dr. Novoa is uniquely qualified in the management of high risk and teen pregnancies.
As a nonpartisan medical charity, we work closely with our local teen centers and welcome the support of all faiths and religions as the ultimate expression of our humanity and God's love.
Under this law, if you have a newborn that you are unable to care for, you can bring your baby to a designated safe place with no questions asked. The Safe Haven law, also known as the Baby Moses law, gives parents who are unable to care for their child a safe and legal choice to leave their infant with an employee at a designated safe place—a hospital, fire station, free-standing emergency centers or emergency medical services (EMS) station. Then, your baby will receive medical care and be placed with an emergency provider.
The Baby Moses, Safe Haven law is specifically designed to support parents in making the responsible decision of giving their baby to child services without the fear of prosecution for abandonment or neglect. The alliance is here to assistant in this transition with counseling, support and assistance in making this difficult but important choice for the benefit of your baby.

Remember, If you or your representative leave your unharmed infant at a Safe Haven location or ask us to assistance you as your representative in bringing your infant to a safe haven location, you will not be prosecuted for abandonment or neglect.
