The Novoa Women & Teen Center was created in 2012 in response to the ever increasing rate of Cesarean Section.
A study published in Consumer Reports (May, 2014) showed that hospitals in the El Paso area rank among the highest in the nation as far as the rate of primary Cesarean Section. In fact, depending on the day or the doctor, a patient can have up to a 50% chance of having a Cesarean Section.
While offering free initial consultations (as referrals from the Del Sol and Sierra Providence Teen Centers), as well as, free pregnancy testing, our centers also offer the services of Dr. Novoa, an award winning obstetrician specializing in high-risk deliveries such as vaginal birth after Cesarean Section (VBAC) and vaginal birth after two Cesarean sections (VBA2C) and Twin Vaginal Delivery (TVD).
No other Teen Center in El Paso is able to demonstrate an average rate of Cesarean Section at or below 10% for primary Cesarean section, VBAC and VBA2C.
The success of our teen centers is based on the Novoa Birth Plan (NBP) protocol. The Novoa Birth Plan (NBP) has been used in over 3000 deliveries over the past 15 years.
Dr. Novoa's Birth Plan has a vaginal delivery success rate for low and high-risk patients; Trial of Labor After Cesarean (TOLAC) patients with previous Cesarean Section x1 and x2; and Twin Vaginal Delivery (TVD) patients of between 90-97%.
The adjusted vaginal delivery averages for Dr. Novoa's Birth Plan for "low-risk patients" as defined by the department of Health and Human Services (DHHS) in the Healthy People 2010 and 2020 guidelines is between 95-97%.

Novoa Medical Services' goal is to provide women with information concerning the ESSURE device in order for them to make an educated decision regarding the use of this product for birth control.
